Dr Rebecca Connolly is an Adjunct Senior Lecturer and leads the International Space Law research and teaching program at the University of Sydney Law School. Presently, Rebecca is a visiting Fulbright Scholar at the United States Naval Academy where she is teaching a course on Space Power and International Law in 2025. Rebecca’s research focuses on the legal governance of outer space relating to militarisation, security and commercialisation. Rebecca has also guest lectured at Harvard University in both the undergraduate program and at the post-graduate level at the Kennedy School of Government. Rebecca was the Australian 2023 Thawley Scholar in International Security with a visiting research placement at both the Center for Strategic and International Studies (Washington DC) and the Lowy Institute (Sydney) on space policy and national security. Rebecca is also the CEO of her small consultancy firm, SpaceCyt Consulting, which provides consultancy, advisory briefings, workshops and strategic, policy-focused research specialising in space, cyber and technology law and policy.

Jo was a partner then consultant at Lander & Rogers solicitors, and is now a non-executive director, having obtained her GAICD qualification from AICD in 2015. Her recent Master of Laws at ANU focussed on cyber law, cyber warfare, the law of armed conflict, law of the sea, artificial intelligence and space law. Her interests in the latter include the challenges posed by dual use technologies, particularly in the context of the intersection of space law with the law of armed conflict. She is also interested in the role and significance of insurance in commercial space activities.

Jo is looking forward to contributing her experience and skills in furthering SLC's aims and towards its exciting programme of activities in 2025 and beyond.

Philip Citowicki is the Strategy & Business Development Lead for Space at Lockheed Martin Australia. He was previously the Executive Officer of the Space Industry Association of Australia (SIAA). Philip spent six years in Australia’s federal government, including as adviser to Australia’s Foreign Minister and as the Personal Political Aide to Australia’s High Commissioner in the United Kingdom.

An acknowledged thought leader in the public and foreign policy space, Philip has contributed to and featured in respected tier one publications, television programs, and academic institutions. He was a Non-Resident Fellow with US think tank Pacific Forum and is a regular participant in global seminars and development courses hosted by international organizations and government agencies including the via the U.S. State Department, Australian American Leadership Dialogue, the Hoover Institute and more.

Philip maintains comprehensive networks in federal and state politics, the public service, and industry. He has a track record of successful policy development, robust advocacy to government, and building industry relationships.

Jason is a senior lawyer at Optus with extensive experience in satellite communications, cybersecurity, ICT and telecommunications law. He holds Science and Law degrees from Monash University and has completed executive legal education at Harvard University. Jason’s academic background, combining scientific and legal education, enables him to make significant contributions to the development of legal frameworks that support the region’s advancing space technologies. His experience in managing legal teams across multiple jurisdictions has reinforced the importance of clear and consistent regulations that balance innovation with compliance. Jason has led complex negotiations on high-value satellite and international security contracts, providing valuable insights into policy challenges related to sustainable space operations, international collaboration and the commercialisation of space activities.

Hannah is a Barrister at Eight Selborne. She has a broad practice area, although mainly practices in commercial law and equity. Prior to coming to the Bar, Hannah practiced in commercial litigation at Clyde & Co and worked as the Associate to the Honourable Justice Rein in the Equity Division of the Supreme Court.

Hannah holds a Master of Laws from the University of Sydney, and a Masters of Maritime Policy from the Australian National Centre for Ocean Resources & Security (ANCORS) at University of Wollongong. 

Hannah has a strong interest in international law and space law. She is currently completing a PhD on the international law of the sea. Her thesis is on 'The common heritage of [hu]mankind and equitable benefit-sharing in deep seabed mining governance'. Hannah is interested in both domestic and international space law, and in the intersection and overlap between space law and maritime law.
